Ok, buckle up! To place IE on your desktop do the following. Press the start/windows key, type in internet and when you hear internet explorer, pull up the applications key and arrow to go to open file location and press enter. Once there pull up the application key again and arrow down to send to, or press the letter N to take you right there, once in the send menu arrow down to add shortcut to desktop and press enter. As far as needing to use the FN key, on a Dell you should be able to press your FN key with the escape key to toggle on and off your F key settings.
