As far as I know, default setting for read receipts sending didn't changed. By default Outlook ask to send a read receipt in any version, but you can change this in Mail category of the Outlook Options found in the File menu. In this category there's a group of radio buttons that let to specify wetter always send read receipts, ask for confirmation or never.
