You should be able to do this using Acrobat. If it doesn't work, it's likely that the form is not configured correctly by the person(s) who created it. You'd likely have to take it up with them, in that case. In my experience, most government-related forms in Canada and the US are perfectly accessible, but mileage with other things may vary.
