This is only a partial fix but if you do a JAWS key plus F2. Next, go to
configuration manager, then alt F. followed by a right arrow then down arrow to
speech and sounds manager. Press enter and arrow through the options to rent a
crowd. Tab to OK and press enter. then alt f and exit the configuration
manager.
With the rent a crowd turned on the voice will change to a woman's voice
as soon as you are on a link.

I decided to take a look at my settings because web pages never read when I
open them. My "Read document automatically" is turned on but no web pages,
text documents or any other screens ever read automatically. I do not get
a list of links either. Any thoughts on the subject?

Press insert+V. Go to General options. Arrow down one time to document read
automatically. Press the space bar to turn it off. If you tab over one time

When this option is turned on, JAWS performs a Say All and automatically
begins reading the Web page that is open in your browser as usual.
This mode is convenient when surfing the Web with Internet Explorer or
Firefox; however, there are many times when a user would prefer that JAWS
just loads the page and reports the number of links and headings, but avoids
starting a say all. This could be very useful to disable if
you are working on pages with forms or using JAWS in conjunction with MAGic.
The default setting for this option is on.
I am using jaws 11, I hope this helps you.
