Just a suggestion is to assign your Jaws hotkey according to the version you have. For example I have 3 different versions of Jaws on my PC. Jaws 15, 16 and 17. I have a hotkey for Jaws 15 as alt control 5, Jaws 16 as alt control 6 and so on.
Not sure why you would be having a problem assigning a hotkey for Jaws 17 but remember that a hotkey can be assigned to the icon on the desk top and to the properties of Jaws in your start menu.
