I largely alleviated the issue by deleting the plasmashell configuration and letting it create a fresh one. Seems like the plasma-workspace-5.8.7-1.fc24.x86_64 doesn't have the bug that creates unnecessary taskbars every time a screen is plugged in (don't know when it was fixed though).
