I have to say that I agree that this is in fact a bug. Focus stealing
prevention is about application windows from a conceptual level to our users,
and while Martin is technically correct that the shell are also windows, this
behavior is not at all what the user expects from this option. The option
applies to application windows (which is correct both from a user POV and from
a technical POV), but it should not apply to things like the kickoff menu
(there it's only technically correct, but not from a user POV).

What should be fixed here is that the option should probably exclude desktop
windows by default (as to not break the user experience without a big fat
warning). We're just making it unnecessarily hard to use this option, arguing
that this is "technically correct" is completely ignoring our mission to create
something that gets out of the way for users. We can't expect users to
understand why this breaks and how to fix this, we should do the sane thing and
not break Plasma by default.
