"Changed" is actually the correct name for ctime. Read e.g.

I don't know why the time is named "Created" in the KF5 framework. But having a
file that was "Created" after it was "Changed" is clearly wrong to me.
It may be addressed as bug for KIOWidgets/KPropertiesDialog
