I'm having this problem on kubuntu 16.04 as well. My monitor is a 4k monitor
which acts like two virtual screens. Since I can't extend the one panel across
both screens, I have two panels at the bottom, one for each screen. On
suspend/resume, the panel on the second virtual screen *always* disappears. The
same happens on switching to a new session and then back again. The killall and
restart plasmashell workaround makes the second panel reappear - however the
panel often overlaps the first panel on the first screen and I have to drag it
across to the second screen.
