Just because I am located in the USA doesn't mean that I want my settings as the "normal" user would have it. In Windows, OS/X I can change the format of my date and time. For logical and geeky reasons (mainly ease of sorting, and Linnaeus ease of use) YYYY-MM-DD HH24:MM:SS seems to make the most sense to me. From most general to the most specific.
