I discovered a new clue to this problem.  Just an observation to take into
account.

I updated the consolekit to use the master branch "=sys-auth/consolekit-9999"
(I run gentoo -- mostly stable).  There is a patch that was added to fix
"ck-remove-directory" which was failing to remove the "/var/run/user/<uid>"
directory.  The fix description is at:

This fix had an unexpected effect on my dual monitor setup:  Previously the
task manager bar I placed at the bottom of the screen on the right always moved
to the left screen on power down and reboot.  Then it previously moved back to
the the right screen when I logged out and logged back in.

Now, after getting the above patch, it stays where I put it in both cases.
