Also, in all honesty: Users who need processes to continue running even after
logout are _not_ a significant enough portion of neon's target audience to
change the _default_ config to better suit their needs.
The vast majority of - even KDE enthusiastic - end users only care about their
processes as long as they are logged in. They usually only log out to shut down
or reboot, in which case none of their background processes would survive
anyway.

Neon is not Debian, the two have quite different target audiences. Those few
who need background processes to continue running after logout can still easily
change their systemd config. It's not worth to deteriorate the majority's
experience just to cater for the fringe.
