The vast majority of - even KDE enthusiastic - end users only care about their processes as long as they are logged in. They usually only log out to shut down or reboot, in which case none of their background processes would survive anyway. Neon is not Debian, the two have quite different target audiences. Those few who need background processes to continue running after logout can still easily change their systemd config.
