Interestingly enough, the tooltips are inconsistent between the regular task
manager and icon-only task manager. The regular one behaves as asked for here,
only the icon-only one closes the tooltip.
This inconsistency should be fixed, and keeping the tooltip open makes more
sense, so please change it in icon-only.
