Just wanted to bring up the other half of my report which is the video can 'jump' a bit when moving the mouse (and it becomes the right size again). I have noticed the same frame jumping/slight ghosting also in two Proton steam games (Rome 2 Total War & Attila Total War) where the cursor is fine, but I get the jumping/frame ghosting. Switching them from full screen to windowed and the ghosting stops.
