Same here (I'm the 2nd guy on the thread mentioned by firewalker).
When I go to systemsettings --> colors and designs --> icons and change to
Adwaita --> apply then instantanously back to Oxygen --> apply
the icons (monochrome in black) appear when hovering with the mousepointer.
One'll have to redo after a reboot.
