I can duplicate this on the latest Neon / Wayland / Intel graphics. The problem
is best seen when the panel is vertical as per the original attached video. If
you have the panel floating and then move your mouse close to, but not on top
of, the system settings icon, then the tooltip appears. If you then click the
left mouse button, technically on the wallpaper, then the system settings
launch. I can see how this could be confusing for users, even if probably only
a minor issue.
