SUMMARY


STEPS TO REPRODUCE
1.  Start a video in a workspace using a method of your choice that uses video
hardware acceleration on intel. You should be seeing Video/VideoEnhance being
active on intel_gpu_top. I've tested it with mpv, vlc, chromium, Firefox. 
2. Change to another workspace
3. Wait for a bit

OBSERVED RESULT
Video running in the background stops/becomes extremely choppy. 

EXPECTED RESULT
Video playing normally.

ADDITIONAL INFORMATION
You can work around the bug by either switching to a tab in the browser that
does not play video or in mpv by setting the option hwdec=auto-safe. It is not
clear if this is a wayland/intel driver or KDE bug.
