I have the same problem. Some icons are blurry on start-up but become clear
(and stay clear) when I hover my mouse over them. See attached before/after
screenshots.
This happens in both the Fedora 40 KDE ISO, as well as the EndeavourOS Gemini
ISO, as well as a ~2 week old EndeavourOS plasma 6 clean install. It happens in
both X11 and Wayland sessions. Let me know if you want more info.
