Yeah, you need to create a file system for your target board.And in that
file system under /lib/modules you can install(dummy install) the modules,
like if you want ebtables module then in Makefile you need to give :

install:
    $(INSTALL_MODULE) net/bridge/netfilter/ebtables.ko
/home/user_name/your_fs/lib/modules/ebtables.ko
