> BELGRADE, March 16 (Tanjug) - The Yugoslav Parliament's Chamber of
>Republics (upper house) Speaker Srdja Bozovic met on Thursday with a
>delegation of the Belarus Parliament, headed by Council of the Republic (upper
>house) Speaker Pavel Shipuk.
>
> Bozovic welcomed the positive attitude of the Union of Russia and
>Belarus to Yugoslavia's accession to the Union, stressing this was a serious
>process necessitating a gradual approach.
>
> Bozovic and Shipuk agreed that the two countries' joint
>parliamentary commission should be activated to deal with political issues,
>and that a legal foundation should be laid for its continued work.
>
> Bozovic briefed the Belarus delegation on the situation in the
>Yugoslav Republic of Serbia's U.N.-administered province of Kosovo-Metohija.
>He stressed the situation was "worse than before the deployment of the
>international force (in June 1999)", that the Serbian and other non-Albanian
>communities were being driven out and that there was not even "elementary
>security for the population".
>
> He emphasised that Yugoslavia advocates a consistent
>implementation of the U.N. Security Council's Resolution 1244 which clearly
>states that Kosovo-Metohija is an integral part of Yugoslavia.
>
> YUGOSLAV VICE-PREMIER RECEIVES BELARUS PARLIAMENTARY DELEGATION
>
> BELGRADE, March 17 (Tanjug) - Yugoslav Deputy Prime Minister
>Tomislav Nikolic received on Thursday a Belarus parliamentary delegation,
>headed by President of the State Council Pavel Shipuk.
>
> Commenting on the political situation in Yugoslavia, Nikolic said
>that the country was the target of a new phase of NATO's aggression reflected
>primarily in blatant violations of U.N. Security Council Resolution 1244 on
>Kosovo and Metohija.
>
> The delegation said that they admired results achieved to date in
>Yugoslavia's reconstruction following NATO's aggression last spring, saying
>that Belarus was interested in participating in Yugoslavia's development
>projects. Shipuk said he was confident that processes in the forming of the
>union of Russia, Belarus and Yugoslavia would take their course, saying that
>boosting the three countries' economic ties would mostly contribute to the
>goal.
>

>
> BELGRADE, March 16 (Tanjug) - Yugoslav Foreign Minister Zivadin
>Jovanovic received on Thursday a delegation of the Belarus Parliament, headed
>by Council of the Republic (upper house) Speaker Pavel Shipuk. Jovanovic paid
>tribute to Belarus for its principled and unequivocal support for Yugoslavia
>in its defence against last spring's aggression by NATO and the United States,
>in its post-aggression reconstruction and in the protection of the country's
>sovereignty and territorial integrity.
>
> Both sides showed a willingness for intensifying overall
>cooperation and political dialogue.
>
> The importance of expanding economic cooperation, in order that it
>should reflect still more the close political relations and the wider
>interests of the two countries, was especially stressed.
>
> Jovanovic briefed the delegation on the disturbing situation in
>Serbian (Yugoslav) U.N.-administered Kosovo-Metohija province, where ethnic
>cleansing and genocide are being perpetrated against local Serbs and other
>non-Albanians with the complicity of international institutions under U.N.
>auspices.
>
> The "accomplished fact" tactic by which the leaders of the
>international Kosovo-Metohja missions support ethnic Albanian separatism and
>terrorism, ignoring the U.N. Security Council and its Resolution 1244, was
>sharply condemned.
>
> Pavel Shipuk, in turn, stressed that the Belarus Government and
>people would continue to give firm and principled support to the protection of
>the sovereignty and territorial integrity of Yugoslavia.
>
> The Belarus delegation expressed admiration for the bravery and
>unity of the Yugoslav people in their resistance to the U.S.-led NATO
>aggression, stressing that their courage and success were an encouragement to
>all nations fighting for freedom and independence.

>Minic has stated that the defence of the Yugoslav people's freedom and
>independence and Yugoslavia's sovereignty and territorial integrity remained
>the country's top priorities.
>
> Addressing a meeting of Serbia's Socialist Party (SPS) in Valjevo,

>a leadership."
>
> "We are doing all we can to ensure the consistent implementation
>of the U.N. Security Council's resolution on Kosovo and Metohija and to put an
>end to violence and terrorising in the Province, and we shall continue to do

> "We firmly insist that the (U.N. peacekeeping) mission KFOR that

>
> BELGRADE, March 17 (Tanjug) - Nikola Sainovic Federal Government
>Vice-President and member of Serbia's Socialist Party (SPS) Main Board's
>Executive Board has said that the policy pursued by head of the U.N. civilian
>mission to Kosovo and Metohija (UNMIK) Bernard Kouchner is faced with a
>collapse.
>
> Addressing a news conference in Belgrade on Thursday, Sainovic
>said that, consequently, it was vital to put an end to this policy immediately
>and to ensure that activities by international security and civilian presences
>in the Yugoslav Republic of Serbia's southern province be strictly in line
>with U.N. Security Council Resolution 1244 defining their mandate.
>
> He also said that speedy activities were being carried out in
>Bujanovac, Presevo and Medvedja, localities in the south of Serbia, aimed at
>the area's dynamic economic development, stressing that this was a major issue
>in the area.
>
> Sainovic said that the latest developments had confirmed Yugoslav
>President Slobodan Milosevic's statement to the effect that the Yugoslav Army
>and state security forces alone can secure peace and life in safety in Kosovo
>and Metohija.
>
> "However, in order to ensure this, the resolution must be first
>implemented," he said.

> YUGOSLAV GOVERNMENT ISSUES STATEMENT ON STATUS OF BRCKO
>
> BELGRADE, March 16 (Tanjug) - The Yugoslav Government on Thursday
>expressed deep concern over U.N. High Representative Wolfgang Petritsch's
>giving the status of district to the town of Brcko in Bosnia-Herzegovina.
>
> This is another in a series of unlawful acts and shows the High
>Representative continues to violate the Dayton/Paris Accord, exceed his
>mandate and usurp power, which deepens district and political instability in
>Bosnia-Herzegovina.
>
> The Government described the action of the High Representative as
>another attempt to impose foreign political and strategic objectives on
>Bosnia-Herzegovina, contrary to the legitimate interests of the (Bosnian Serb)
>Republika Srpska and the Serb people. Until the High Representative's ruling,
>Brcko was part of the Republika Srpska. Bosnia-Herzegovina comprises another
>entity, the Muslim-Croat Federation.
>
> The setting up of a third entity in Bosnia-Herzegovina is in
>violation of the Dayton/Paris Accord and of the constitution of
>Bosnia-Herzegovina to the detriment of the territorial integrity and
>sovereignty of the Republika Srpska.
>
> The percentage of the Republika Srpska's territory in Bosnia-
>Herzegovina as defined under the Dayton/Paris Accord has been diminished and
>new boundaries drawn with a view to further splitting up the Serbs.
>
> The Government invited the Peace Implementation Council and the
>international community to rescind the unlawful decisions of the President of
>the Court of Arbitration and the High Representative as being unlawful,
>unconstitutional and as such not binding.

>
> He insisted that, if prospects were to be opened, safety must be

>(OSCE).

>
> BELGRADE, March 17 (Tanjug) - International tribunals that are to
>try NATO for its aggression on Yugoslavia last spring will stage trials in
>Berlin on June 2-3 and New York on June 10, the European and U.S. committees
>for the organisation of the trials said on Thursday.
>
> An initiative to try the Alliance for its 11-week aggression on
>Yugoslavia and to form international tribunals for the purpose has been
>launched by Ramsey Clark, the world's leading human rights champion and former
>U.S. attorney-general.
>
> The committees said in a statement issued on Thursday that NATO's
>aggressive war and war crimes committed in Yugoslavia must not go unpunished
>because war adventures of this kind must be prevented in future.
>
> The committees said they wanted to help spread the truth about
>this war and bring to book civilian and military officials of the United
>States, Germany, Britain and other NATO member states responsible for the
>aggression.
>
> They said the first anniversary of NATO's brutal and perfidious
>attack on Yugoslavia, spearheaded by the United States and carried out by 18
>alliance member states, would be commemorated on March 24, saying that the
>aggression had been launched in violation of the U.N. Charter and fundamental
>norms of international law.
>
> Under a pretext of human rights protection, the NATO aggressors
>jeopardised the lives of millions of people ignoring their basic human rights,
>they said.
>
> NATO's powerful armada bombed round the clock towns and villages
>in Yugoslavia for 78 days, maiming and killing thousands of women, men and
>children, destroying most of the country's infrastructure and key industrial
>facilities, polluting the environment and pushing this developing country
>years back, they said.
>
> The goal of this war was to wage war, to strip the U.N. Security
>Council of its power, to replace the respect for human rights by the right of
>the might and to test and implement NATO's strategy that poses a threat to
>peace in the world, they said.
>
> The committees warned that new conflicts were being fanned in
