Indeed, so they're using an older version of pootle - pootle itself
doesn't update against newer templates anymore, this has to be done on
the commandline/manually.

for new projects it is running pot2po

Nah, creating po files from pot files is pretty standard - it is just
that you have to do it yourself now, and pootle doesn't do it anymore.
I am one of the few with direct shell access to the pootle server, but
using the pootle server isn't necessary (as you could upload files)
