That basically flags functions that don't make use of the LibreOffice API, but provide standard functionality. The old basic guide hosted in the OpenOffice.org wiki explains that a little bit (well, mentions a runtime lib as opposed to OOo API) > I am unsure what [Runtime] actually means here. default language features, not needing any specific OOo or LO api.
