Yes indeed, that is the story. It is used to press down one part of the lace so as to "raise" and emphasise another part pf the design.
Some time ago I made a few sets of needle lace tools that include an afficot, lifters, ringsticks etc. I thought I would buy my Mercedes on the proceeds, but there was not much interest, probably because I do not make many tools for commercial sale and thus do not advertise them; Rather I make things that no one else seems to make.
