i think its needle lace.  it is too thin to be crochet.  each crochet
stitch it much thicker than this even if all they did was slip stitch
crochet would still be double lipped with a center and much thicker
than needle lace stitches.  

the style of lace design is needle lace.  most crochet doesn't use a
style of ground but it does have a netting with picots.  the picots in
this piece of lace have lines where you can see they are wrapped around
a piece of string as opposed to crochet where they just use a few chain
stitches and then the spip stitch to form their picots.  

all of the stitches used are needle lace stitches.  i don't think its a
crochet imitation of needle lace,  its the real thing.
