Yes it's bobbin lace - but probably not really vintage - it's the sort
of BL made for export from Asia/China.

Most assuredly bobbin lace. Quite a mix of techniques, large scale,
turns corners. I would say handmade, but I could be wrong. The
turned corners are what decided me.
