If you haven't heard by now the 2018 OIDFA Congress in Bruges have been cancelled. It will be replaced by another locally sponsored event. See the several LaceNews posts on this http://lacenews.net. More posts will follow including an Open Letter to OIDFA recommending changes in the organization.
