As you can see, the IDE passes the 32-bit paths to the packages.

Steps to reproduce:

- Load 32-bit Lazarus.
- Set compiler to 64-bit compiler
- Build Lazarus
Voila...

Solution:
use make to build initial 64-bit IDE, then use this ide to do "build lazarus".

Did you change the target CPU in the build lazarus dialog?
