One minor problem I see with your network.conf relates to your local
network. You should change the following:
eth0_ROUTES="64.81.226.0/24"
eth2_ROUTES="64.81.226.172 64.81.226.173 64.81.226.174"
Or you'll be answering arp requests for everything on the /24 network but
the gateway...not a good way to make friends, assuming someone nearby is
savvy enough to figure out what's going on.
Regarding your other problems, please describe them in as much detail as
possible, and provide the output of your current firewall rules (svi network
ipfilter list) with packet counts after you've tried *unsuccessfully* to get
your broken service to work. If possible, flush the firewall rules just
prior to testing your broken service, so the packet counts will have less
clutter.
