That specifies that the AT time scale is based on GPS system time,
which has no leap seconds.

First of all, this is a different time-scale than the time-scale usually referred to as AT (for Atomic Time).

Secondly, this is not a generic video reference, but the ATSC-specific definition, which is not relevant to TV-production problems such as those discussed.
