If one looks at the announcement of the leap second in Japan one sees that it is occurring not on on June 30 at midnight, but on Wednesday, July 1, at 9:00. A leap at midweek on the first day of the month at the opening of a business day (and arguably the most important business day of the month) is probably bad timing. Indeed, I'm waiting for China to suggest implementing the leap at a different meridian. If combined with China's proposal for a once a century adjustment, that could be great fun--particularly if it would happen at the opening bell on Wall Street!
