One of the reasons the implementation of the suppression of leap seconds was placed so far in the future is that GLONASS is said to rely on the current implementation of UTC. I wonder, if the international authorities decided to suppress a negative leap second but Russia decided that GLONASS couldn't work with that, would Russia create a fork of UTC to use with GLONASS. What would they call it? Maybe UTC?
