Having changed the RINs I can then update the User IDs using L Tools.

Once you added a letter to the field User ID, you changed the type from
"number" to "text". Text will sort differently than numbers and I have
yet to find any way to change it. (For all the experts out there waiting
to jump in with a more precise technical "correction", I know I
simplified it but that is all that is needed for this issue. ;-)
