There are two types of To-Dos in Legacy, General and Individual. If you
add an Individual To-Do to a person, that icon changes from grayscale to
colored and a small 'o' appears. For me it is working exactly as you
want. Are you only adding General To-Do's? If so, that is your problem.
You should be adding Individual To-Dos.
