This file stores the information you enter in the Picture Center on the "Picture List" tab. That way it's available to transfer over to the "Attached Pics" when you link that picture through the Picture Center.
If you delete it, you will lose that information if you have added any and it will be regenerated when you're in that folder again to view and select pictures.
