By Default your family file is in the folder
Documents/Legacy Family Tree/Data
You can change that using:
Options > Customize > 6. Locations
6.1 sets the folder for your family files
6.2 sets the location of media
and 6.3 sets the folder where Legacy will store temporary data. Notes
the 6.1 and 6.3 are global settings and will apply to every file you
create. 6.2 can be set to a different location for each family file.
This lets those who work with many files (professional genealogists for
example) set up a media folder for each client or project.
If you want to tidy up your media set the default location for your
media in section 6.2 then you can use the Tools > Gather Media to gather
all your media into that folder. This will make copies of your media
files so the originals will not be disturbed.

Go to the folder where you family file is located using Windows file Explorer.
Look for any files with the .ldb extension. This is a file used by MS Access to
say a file is locked. sometimes if Legacy is not closed properly (like a
computer shutdown) these .ldb files may be left behind. Normally they are
deleted when the Family file is closed and Legacy shuts down normally.
Delete all those .ldb files then try to restart Legacy.
