That's a different question, to which the answer is no. Quoting an all-rights-reserved text in a BY-SA article doesn't make the ARR text BY-SA either. BY-SA doesn't cover what it can't cover.

:).  Produced Work and Covered Database are mutually exclusive.
Produced Work and database are not.

A Derivative Database is not a Produced Work. And "map" and "database" are mutually exclusive practically and legally speaking. The ODbL has the ability to recognise these differences.
