On foot of the suggestion above by Jürgen, I installed a copy of JRE 1.6.0.
I configured it to be the default JRE in Eclipse and restarted Eclipse.
After the restart, the Windows, Preferences page for NXJ now works.
The Eclipse restart was required though so be sure to do this.
