OK, I understand now.  However, in the case of the index page, it
looks like you have forgotten to update the "Last changed by hand"
date because the index.html file has been modified more recently.  At
least, this is how it appears to someone, like myself until recently,
who does not know that the .html files are generated by m4.

I think by "Last changed by hand" you meant the date on which the
source m4 file was modified, as opposed to the generated .html file,
which is generated automatically.  But to someone who does not know
you use m4 to generate the .html files, "Last changed by hand" sounds
like it means this date is only updated when you remember to change
it. :)
