I can now reproduce this bug with the latest LibreOffice code using the document in comment #2 if I set the document zoom to 350% or more. Then, I need to right arrow to the least few letters in a line to see the bug: https://bugs.documentfoundation.org/attachment.cgi?id=193712 Since Skia/Raster is fine, maybe Skia/Metal (and maybe Skia/Vulkan on Windows?) is mishandling upscaling?
