To get the HTML contents to be displayed (instead of the source), I have to open the HTML file in a text editor and make sure <!DOCTYPE ...> is on the first line. The average user, though, doesn't know how to work with HTML code, and won't know how to get the file to work. So, I am nominating this for the LibreOffice 4.2 most annoying bugs list.
