Do things behave differently if you use the LibreOffice native dialogs, rather
than the OS?
Tools -> Options -> General panel; Open Save Dialogs check box "Use LibreOffice
Dialogs"
Would not expect LibreOffice to control the OS dialogs, but should honor
language settings in its native dialogs.
