I see.  So now Licq says my timezone is GMT+000, which is the correct
non-DST timezone.  As a side effect, the send-message window now has
the correct time for another user in GB (who also has timezone set to
GMT+000) and also for another user in California (who has timezone set
to GMT-800).

However, this does seem like a little bit of a lie, since GB is actually
GMT+100 and California is GMT-700.  Unfortunately I don't know the ICQ
number of anyone in Arizona or Indiana, which do not observe daylight
savings, but it seems like (l)icq would get those cases wrong now.  Not
to mention Australia or New Zealand, which have daylight savings time in
what we would think of as Winter...

Not that I have any idea how this is all supposed to work.

I would say those corner cases are more difficult using the non-DST
offset, because now if it happens that we in GB put our clocks back
say a week earlier than the USA, the time at the top of the send-message
window will go back an hour even though the user within USA hasn't put
her clock back yet.  Whereas if we had accurate timezone information
then the localtime() function would take care of all that...

Unfortunately, we have only as much information as the ICQ server
tells us, which may not be enough information to get it right.  I
know nothing of either the old or new ICQ protocol so can't say how
it should be done.
