#1691: Unable to add a new owner

Steps to reproduce:
1. Start Licq with an empty basedir.
2. Add a new owner (doesn't have to be a real one). Save password.
-> A lot of errors appear.
3. Quit Licq.
4. Start Licq again.
-> You're asked to enter the password again and when you do you get new
errors:
Error opening '/tmp/licq/foo//owner.Licq' for reading
Looking in the base dir there are no owner.Licq.
Most probably the cause for #1689.
