I've made RPMS available at
ftp://ftp.cs.uu.nl/pub/GNU/LilyPond/binaries/RedHat/RPMS/i386-RH7.3/devel/
I'm not sure whether they will work on RH 7.1 or 7.2. If not, I
suggest you simply compile lily-1.5 from source.
