Well, one could just do after = #(define-music-function (t e m) (ly:duration? ly:music? ly:music?) #{ \context Bottom << #m { \skip $t <> $(tweak 'extra-spacing-width empty-interval e) } >> #}) since the $ will produce the proper kind of event (post-event or not).
