The same thing happened to me on Vista64, Java 1.6. The solution: when you run the installer you are presented 4 options. One is to install stuff necessary to create your own plugins, you can uncheck it, but the other three should be checked, especially (I think) the last one, it is something like install scripts or links. Including that fixed the problem for me. If in doubt just leave all of them checked.
