I can download 2.17.7 Linux 64 ok, but the download link for the Windows
version,
http://download.linuxaudio.org/lilypond/binaries/mingw/lilypond-2.17.7-1.mingw.exe,
is not there on the download server...

That's not surprising. It's not been uploaded. Why would you expect to
download it before its availability has been announced?

Replying to Nick. I'm _extremely_ surprised that the website had been
updated to say 2.17.7 was released. I was still doing the upload when you
asked the question. It normally takes over 12 hours to transfer the updated
information to the website. I'll try to monitor what goes on next time. As
you say, it's all now normal.
