Hi Leonid The idea of evacuation is to tell a building to empty its stock of commodities. e.g. There are a lot of Jobs, goods and steel at a rocket pad after the rocket has launched. Now you use evacuate so that this stuff is returned to markets or the transportation network.
You can also use it to stop work at a building temporaly. e.g. a monument under construction or Mills if you find that they use up to much food. It is by default disabled for trash tips,
