Running Native is certainly a viable option IF the load on the Linux system
warrants it.

Has anyone tried the model when you have a single Linux with many users
"timesharing", rather a lot of single purpose linux images? This would be
like a CMS or TSO environment where you have a lot of shared users who
don't need a dedicated system.

Yes, it's possible ...until they want Linux machine #16 and you don't
have any more LPARs to give them (until your z990 arrives).

The advantages are too long to list here. You also can take advantage
of lots of neat automation and cloning functions that aren't currently
possible in LPARs, you get lots more "play nice with z/OS" function,
and so on.  Kind of a religious question, that, but there are
partisans for both environments.
