RoCE SMC-D is definitely supported by z/VM 6.4 (and 6.3 via an APAR).
Check out the I/O configuration guide "adding, deleting, or changing
a PCI function".
SMC-D is also known as ISM (Internal Shared Memory).  Search the
z/VM 6.4 library for other instances of ISM (many hits).

Linux support is not available for SMC-D.
